Why Golf Courses Take Years to Build

From raw land to opening day, the making of a golf course is a slow art form. Here's everything that goes into it.

Stand on the first tee of a great golf course and it can feel like the whole thing was always meant to be there - the fairway bending naturally around that ridge, the green tucked perfectly behind the water, the bunkers exactly where your eye finds trouble. None of that is an accident. And none of it came quickly.

The golf course design process is one of the most complex undertakings in sport and landscape architecture combined. From the first site survey to the moment a golfer walks off the 18th green for the first time, four to seven years is a realistic timeline. Sometimes longer.

Here is what actually happens in between.

How long does it take to build a golf course?

Most golf courses take between four and seven years from initial land acquisition to opening day. The design and planning phase alone can run two to three years before a single tree is removed or a shovel breaks ground. Construction typically adds another one to two years, followed by a grow-in period of twelve to twenty-four months before the turf is fit for play.

Why does the golf course design process start so slowly?

Before a golf course architect draws a single hole, the land has to be understood completely. That process takes time - and skipping it is how you get a course with drainage problems, greens that die in summer, or tee boxes that face directly into the afternoon sun.

The pre-design phase typically includes a full topography survey to map every slope and elevation change across the site, soil testing to understand drainage capacity and fertility, an environmental impact assessment to identify protected wetlands, native habitats, or tree preservation orders, and a prevailing wind study to inform hole orientation. Water table mapping, utility location, and access road planning all happen here too.

This is also when the golf course architect begins to walk the land - sometimes dozens of times across different seasons. The best architects talk about reading the land the way a golfer reads a putt: looking for what is already there, not imposing what they imagined from a desk.

The routing plan: the most important drawing in golf

Once the site data is in, the architect produces the routing plan - the map that shows how 18 holes fit across the landscape. This is widely considered the most consequential decision in the entire golf course design process. Get the routing wrong and no amount of beautiful bunkering or fast putting surfaces will save it.

A strong routing plan does several things at once. It uses the natural topography to create interesting shot shapes rather than fighting the land. It alternates the direction of holes so the prevailing wind does not consistently favour or punish the same shot. It ensures a logical walk - tee to green to next tee - without long treks between holes. And it accounts for sun orientation, so golfers are not staring into a setting sun on key approach shots late in the afternoon round.

The routing also has to satisfy practical requirements: cart path routing, maintenance vehicle access, the position of the clubhouse, and the location of a practice facility. These constraints are why the routing plan can go through ten or more revisions before it is approved.

Why bunkers and green complexes take so long to design

Once the routing is locked, the design work moves to individual hole design - and this is where hazard placement, green complex shaping, and tee box positioning are worked out in detail.

Bunker design is more strategic than it looks. Every bunker placement is a statement about where the architect wants you to aim, where they want to punish a miss, and how much risk they are inviting you to take on. A fairway bunker placed at the ideal landing zone for a driver creates a genuine strategic choice: lay up short, or carry it. A greenside bunker tucked tight on the low side of a sloping green turns a wedge into a nerve test.

The green complexes are often the last element to be fully designed, and the most debated. Size, shape, internal contours, the relationship between pin positions and approach angles, how the surface drains - every detail affects playability at every handicap level. Architects typically design multiple pin positions into each green at this stage, which requires modelling how water moves across the surface.

Planning permission and environmental compliance

In most countries, a golf course requires planning permission. For large sites, this can be a lengthy process. Environmental impact statements run to hundreds of pages. Local authorities may require independent ecological surveys. Protected species - birds, bats, amphibians - can trigger legal protection orders that freeze construction on parts of the site for months.

Wetlands protection is a significant constraint in many markets. Courses that run near rivers, coastal areas, or floodplains often have to design around buffer zones and may be required to create compensatory habitat elsewhere on the site.

In the UK, Australia, and across much of Europe, this planning and compliance phase regularly adds twelve to twenty-four months to the overall timeline - and rejections or appeals can extend it further.

Ground is broken: the construction phase

With permits secured and the design finalised, construction begins. Even here, the pace is dictated by the land.

Land clearing comes first - removing trees, scrub, and existing vegetation to the extent the design requires. On links-style courses built over natural duneland, clearing may be minimal. On parkland course projects carved from dense forest, it can take months.

Grading and shaping follow. Heavy machinery cuts and fills the terrain to match the architect's plans - raising fairways, sculpting the sides of greens, forming tee plateaus. This is where the three-dimensional vision of the design either comes to life or falls flat. The best construction teams work closely with the architect during this phase, adjusting shaping in real time as they uncover the true character of the ground beneath them.

Subgrade preparation, drainage installation, and irrigation systems go in next. Golf course irrigation is a complex engineering project in its own right - networks of pipes, controllers, and sprinkler heads designed to deliver precise amounts of water to every part of the course, independently managed zone by zone.

Tee box construction and the installation of cart paths follow. Then topsoil is spread, and the course is ready for grass.

Grass establishment and the grow-in period

This is the phase that surprises people the most. Once construction is complete, the course is not ready to play. It is not even close.

Grass establishment - or the grow-in period - can take twelve to twenty-four months depending on the grass species, climate, and the time of year seeding or sprigging takes place. Different areas of the course use different grass types: bentgrass or poa annua on putting surfaces in cooler climates, bermudagrass on fairways in warmer regions, rough grasses managed to specific heights and textures.

During grow-in, the turf team is mowing constantly, fertilising carefully, managing irrigation, and gradually introducing more stress to toughen the grass for play. Seed germination is only the beginning - the root system has to establish deeply enough to withstand the divots, foot traffic, and mowing pressure of actual rounds.

Green surfaces in particular take time to reach true playing condition. The speed, firmness, and consistency that define great putting surfaces do not arrive overnight. Most courses soft-open for a limited period before declaring themselves fully ready.

What the architect is really trying to do

Across all those years of surveys, plans, earthworks, and turf management, the golf course architect is trying to solve a single creative problem: how do you design eighteen holes that are genuinely interesting to a scratch golfer and genuinely playable for a 24-handicapper, on the same piece of land, on the same day?

The best golf course designs achieve this through strategic layering - multiple routes to the green, risk-reward decisions at every level, and hazards that are in play for high handicappers but can be attacked by stronger players. The placement of tees at different distances is part of this, but the real answer lies in how the holes are shaped.

The architects whose names endure - Alister MacKenzie, Pete Dye, Tom Fazio, Gil Hanse - all solved that problem in ways that still hold up decades later. The courses they built feel timeless because the strategy built into them never ages.
